SAO PAULO - Brazil will issue a decree allowing the planting of genetically modified soybeans later this week, said Agriculture Minister Roberto Rodrigues, the local Agencia Estado newswire reported Monday.

The Agriculture Ministry said that President Luiz Inacio Lula da Silva is having a series of meetings this week that will "resolve the GMO question."

With the 2004-05 planting season already underway in parts of Brazil, the government has been left with few options other than issuing a new decree.

Last year, Lula's government made GMOs legal for the 2003-04 season when faced with the prospect of widespread illegal use across the country.

A bill that will regulate GMOs was presented to Congress by the executive branch last year, but voting on the controversial issue has been repeatedly delayed. The government hopes to vote on the bill in mid-October.

Brazil is the world's second largest soybean producer. According to seed associations, up to 30% of Brazilian production was GMO last season.
