Rootworms in some areas are now resistant to two of the three available Bacillus thuringiensis (Bt) toxins that previously controlled them, shows a new study.

Entomologist Elson Shields' comment (item 2 below) on the agro-industry pesticide treadmill, to the effect that whatever new insecticide is deployed, "the insect will win", is accurate. This principle has been well known by entomologists since at least 1978, when Prof Robert Van den Bosch wrote his book, "The Pesticide Conspiracy".

Don't be put off by the title: Prof Van den Bosch was an eminent scientist who paid attention to the data that consistently told him that pesticides don't control pests - they create them. In fact, Van den Bosch argued, pesticides are a disaster for all but those who sell and promote them.

Not that he was listened to by those with power to change things. In an early example of the pattern we are all familiar with regarding "inconvenient" GMO research, he was vilified by pesticide industry goons and sometimes even betrayed by the public institutions that employed him, in their efforts to placate the industry.

EXCERPT (item 1): The new PNAS paper provides yet more evidence that our current industrial farming system is broken. And continuing down that road is swimming against the tide caused by high pest populations. Genetically engineered (or GMO) corn that was developed to kill insect pests has been causing resistance in some of those very insects for several years. But the issue has not received as much attention as it should. A new research paper in the prestigious journal, Proceedings of the National Academy of Sciences (PNAS), may change this by providing additional cause for concern.

Rootworms in some areas are now resistant to two of the three available Bacillus thuringiensis (Bt) toxins that previously controlled them. And because only one or two of these toxins are used per corn variety, a number of fields in the corn belt are now sustaining severe damage.

Bt was hailed early on for reducing the need for chemical insecticides. But resistant rootworms may be starting a reversal of this trend, noted by University of Illinois Entomologist Michael Gray last spring. Some farmers are reverting to the use of harmful soil-applied insecticides to kill the beetles’ larvae.

Two Strikes, and Other Bad News

The new paper is also notable for several other reasons.

It found that the same rootworms that are resistant to Monsanto’s Bt toxin are also resistant to one of the two other rootworm Bt toxins, available from Syngenta. This so-called cross-resistance means that there is one less Bt option for controlling rootworms than was thought to be available, leaving only one in some parts of the corn-belt.

This means big problems for the industry plan for stemming resistance to Bt in this major pest. Their approach was  to throw several Bts at the insect at the same time, because doing so makes it less likely for resistance to develop. This strategy, called “pyramiding,” has backfired because Monsanto’s and Syngenta’s varieties were, in effect, too similar. No pyramid, no resistance strategy!

Making the whole thing worse is the fact that the rootworm Bt corn was never as effective as the previous Bt toxins that control stem borers. This greatly reduces the effectiveness of the other main, EPA mandated, strategy for controlling resistance — requiring the planting of a “refuge” area of non-Bt corn. The refuge requirement was set at 20 percent of the crop when approved in 2003, and recently lowered to only 5 percent when pyramided varieties are used. The refuge corn provides non-resistant mates for (previously) rare resistant rootworms, thus diluting the effect of resistance genes to manageable levels. But because rootworm Bt toxin is less lethal, more rootworms survive, eventually overwhelming the refuge strategy. Rootworms can develop resistance to Bts very quickly–and did so within about four years after introduction – when the refuge area was 20 percent.

This means that the remaining effective Bt toxin will probably be quite vulnerable to resistance.

The PNAS paper also shows that resistance to Bt has likely been spreading since it was first discovered in 2009, and that the level of resistance seems to be increasing.

The authors conclude that the current 5 percent EPA-mandated refuge requirement needs to be increased. Scientists recommended a refuge size of 50 percent non-Bt corn in 2003, but EPA caved in to industry pressure and allowed 20 percent refuges, probably resulting in more rapid development of rootworm resistance. Of course, with smaller refuges, the companies can sell more of their expensive, engineered seed.

More problems may lie ahead for engineered rootworm control genes. A second industry strategy is to develop new types of controls that do not rely on Bt toxins. For example, a recently discovered type of genetic material, called interfering RNA (or RNAi) is being touted, and Monsanto now has an application for approval at USDA. But some RNAi may harm important beneficial insects. And eventually, rootworms may develop resistance to RNAi too, if it is approved.

Some beneficial insects, called “natural pest enemies,” reduce pest levels and the need for insecticides. Harm to these helpful insects may be more likely to occur from transgenic rootworm controls than Bt toxins aimed at corn borers. This is because rootworms are beetles, and they’re related to many beneficial insects, such as ladybird beetles, which are then more likely to become collateral damage. In fact, in 2012, scientists at Cornell University found that rootworm Bt toxin is likely to be harming several important species of beneficial beetles in GMO corn. By contrast, corn borer is in the butterfly and moth group, and there are fewer beneficial insects in this group that protect row crops.

A better approach, and one recommended by the PNAS paper, is crop rotation — growing different crops on the same acreage in succession from year to year. This is a common practice of organic farmers and a common component of other agroecological farming methods. It is also incredibly effective for controlling rootworms in most places. In fact, where long rotations are used, no chemical insecticides or Bt toxins are needed to control these pests.

The Problem is Monoculture, and GMOs are Making it Worse

Of course, using agroecology has many other benefits, and can be as or more profitable than industrial monoculture, as I have written about before. These practices help farmers reduce water pollution from fertilizers and increase soil fertility and crop resilience, while maintaining or increasing productivity.

But GMO crops, along with ill-conceived crop subsidies and a skewed research agenda focused on industrial agriculture, have encouraged the opposite — more monoculture. Simply recommending that we change farming practices, without changing the policy and other infrastructure that encourages monoculture, will not foster the sustainable agriculture that we need.

Growing the same crops year after year in the same fields is a recipe for big pest problems, from weeds and insects to diseases. And using the same simple methods to kill pests and weeds on monoculture crops is merely a recipe for more pesticides. Monoculture promotes higher numbers of pests, because the pests adapt to a particular crop when they can find it in the same place from year to year.

More pests mean a higher number of rare, naturally-occurring pest genes that confer resistance to chemical pesticides or Bt toxins. When the same pesticide is used over and over, resistant pests survive and multiply quickly. This practice is also what has caused the epidemic of glyphosate- or “Roundup-resistant” weeds now plaguing US farmers. That is no coincidence.

Unfortunately, the new farm bill, with its highly subsidized insurance for industrially produced corn and soybeans, will bring more of the same. Continuing corn ethanol mandates, that have requisitioned about 40 percent of the corn crop, have also encouraged the planting of more monoculture corn.

The new PNAS paper provides yet more evidence that our current industrial farming system is broken. And continuing down that road is swimming against the tide caused by high pest populations. How many more warning signs will it take before we begin to create an agriculture system that is sustainably productive, and able to meet the rapidly escalating challenges of climate change and resource scarcity?

One of agricultural biotechnology’s great success stories may become a cautionary tale of how short-sighted mismanagement can squander the benefits of genetic modification.

After years of predicting it would happen — and after years of having their suggestions largely ignored by companies, farmers and regulators — scientists have documented the rapid evolution of corn rootworms that are resistant to Bt corn.

Until Bt corn was genetically altered to be poisonous to the pests, rootworms used to cause billions of dollars in damage to U.S. crops. Named for the pesticidal toxin-producing Bacillus thuringiensis gene it contains, Bt corn now accounts for three-quarters of the U.S. corn crop. The vulnerability of this corn could be disastrous for farmers and the environment.

“Unless management practices change, it’s only going to get worse,” said Aaron Gassmann, an Iowa State University entomologist and co-author of a March 17 Proceedings of the National Academy of Sciences study describing rootworm resistance. “There needs to be a fundamental change in how the technology is used.”

First planted in 1996, Bt corn quickly became hugely popular among U.S. farmers. Within a few years, populations of rootworms and corn borers, another common corn pest, had plummeted across the midwest. Yields rose and farmers reduced their use of conventional insecticides that cause more ecological damage than the Bt toxin.

By the turn of the millennium, however, scientists who study the evolution of insecticide resistance were warning of imminent problems. Any rootworm that could survive Bt exposures would have a wide-open field in which to reproduce; unless the crop was carefully managed, resistance would quickly emerge.

Key to effective management, said the scientists, were refuges set aside and planted with non-Bt corn. Within these fields, rootworms would remain susceptible to the Bt toxin. By mating with any Bt-resistant worms that chanced to evolve in neighboring fields, they’d prevent resistance from building up in the gene pool.

But the scientists’ own recommendations — an advisory panel convened in 2002 by the EPA suggested that a full 50 percent of each corn farmer’s fields be devoted to these non-Bt refuges — were resisted by seed companies and eventually the EPA itself, which set voluntary refuge guidelines at between 5 and 20 percent. Many farmers didn’t even follow those recommendations.

Fast forward to 2009, when Gassmann responded to reports of extensive rootworm damage in Bt cornfields in northeast Iowa. Populations there had become resistant to one of the three Bt corn varieties. (Each variety produces a different type of Bt toxin.) He described that resistance in a 2011 study; around the same time, reports of rootworm-damaged Bt corn came in from parts of Illinois, Minnesota, Nebraska, and South Dakota. These didn’t represent a single outbreak, but rather the emergence, again and again, of resistance.

In the new paper, Gassmann describes further incidents of Bt resistance in other parts of Iowa. He also found rootworms resistant to a second variety of Bt corn. Moreover, being resistant to one variety heightened the chances of resistance to another. That means corn engineered to produce multiple Bt toxins — so-called stacked varieties — won’t do much to slow the evolution of rootworm resistance, as was originally hoped.

Farmers likely won’t stop using Bt corn, as it’s still effective against other pests — but as rootworms become more resistant, said Gassmann, farmers will turn to insecticides, thus increasing their costs and losing the ecological benefits originally gained by using Bt corn. As entomologists concerned by rootworm resistance wrote to the EPA in 2012, “When insecticides overlay transgenic technology, the economic and environmental advantages of rootworm- protected corn quickly disappear.”

Entomologist Bruce Tabashnik of the University of Arizona called Bt resistance “an increasingly serious problem,” and said that refuge sizes need to be increased dramatically and immediately. He and other scientists have pushed the EPA to double current refuge requirements, but so far without success.

“Biotech companies have successfully lobbied EPA for major reductions in refuge requirements,” said Tabashnik.

Entomologist Elson Shields of Cornell University agrees. “Resistance was caused because the farmers did not plant the required refuges and the companies did not enforce the planting of refuges,” said Shields, who has written that “a widespread increase in trait failure may be just around the corner.”

In addition to increasing refuge sizes, farmers also need to vary the crops planted on their fields, rather than planting corn season after season, said Gassmann. Breaks in the corn cycle naturally disrupt rootworm populations, but the approach fell from favor as the high price of corn made continuous planting appealing. “Continuous corn is the perfect habitat for rootworm,” said Gassmann.

Shields also lamented the difficulty he and other academic scientists long experienced when trying to study Bt corn. Until 2010, after organized objections by entomologists at major agricultural universities forced seed companies to allow outside researchers to study Bt corn, the crop was largely off-limits. Had that not been the case, said Shields, resistance could have been detected even earlier, and perhaps stalled before it threatened to become such a problem.

“Once we had legal access, resistance was documented in a year,” Shields said. “We were seeing failures earlier but were not allowed to test for resistance.”

There’s a lesson to be learned for future crop traits, Shields said. Rootworm resistance was expected from the outset, but the Bt seed industry, seeking to maximize short-term profits, ignored outside scientists. The next pest-fighting trait “will fall under the same pressure,” said Shields, “and the insect will win. Always bet on the insect if there is not a smart deployment of the trait.”

Significance

Crops genetically engineered to produce insecticidal toxins derived from the bacterium Bacillus thuringiensis (Bt) kill pest insects and reduce the use of conventional insecticides. However, the evolution of Bt resistance can diminishes these benefits. The western corn rootworm is a serious pest of maize and is managed with Bt maize. Beginning in 2009, western corn rootworm with resistance to maize producing the Bt toxin Cry3Bb1 imposed severe injury to Cry3Bb1 maize in Iowa. We show that cross-resistance exists between Cry3Bb1 maize and mCry3A maize and is associated with severe injury to Bt maize in farmers’ fields. These results illustrate that Bt crops producing less than a high dose of toxin against target pests may select for resistance rapidly; consequently, current approaches for managing Bt resistance should be reexamined.

Abstract

The widespread planting of crops genetically engineered to produce insecticidal toxins derived from the bacterium Bacillus thuringiensis (Bt) places intense selective pressure on pest populations to evolve resistance. Western corn rootworm is a key pest of maize, and in continuous maize fields it is often managed through planting of Bt maize. During 2009 and 2010, fields were identified in Iowa in which western corn rootworm imposed severe injury to maize producing Bt toxin Cry3Bb1. Subsequent bioassays revealed Cry3Bb1 resistance in these populations. Here, we report that, during 2011, injury to Bt maize in the field expanded to include mCry3A maize in addition to Cry3Bb1 maize and that laboratory analysis of western corn rootworm from these fields found resistance to Cry3Bb1 and mCry3A and cross-resistance between these toxins. Resistance to Bt maize has persisted in Iowa, with both the number of Bt fields identified with severe root injury and the ability western corn rootworm populations to survive on Cry3Bb1 maize increasing between 2009 and 2011. Additionally, Bt maize targeting western corn rootworm does not produce a high dose of Bt toxin, and the magnitude of resistance associated with feeding injury was less than that seen in a high-dose Bt crop. These first cases of resistance by western corn rootworm highlight the vulnerability of Bt maize to further evolution of resistance from this pest and, more broadly, point to the potential of insects to develop resistance rapidly when Bt crops do not achieve a high dose of Bt toxin.
