Ray Seidler, former Senior Scientist at the EPA, wrote the Biosafety Plan. He gave presentations during the 2013 Jackson County Measure 15-119 campaign to ban GMO crops in the Rouge Valley.

Elected as Fellow American Academy for Microbiology, listed in the International Biographical Centre of Cambridge England list of the 2,000 Outstanding World Scientists of the 20th Century; Elected to Phi Kappa Phi honorary, Listed in Who’s Who in Science and Engineering, Who’s Who in the World and Twice received U.S. EPA Bronze Medal for research service to the agency. Appointed to promotion/review national board for all EPA environmental senior scientists' promotions to GS14/15 levels; Authored/co-authored over 150 scientific peer reviewed publications, co-authored 3 books. Prepared the first Biosafety research plan for the U.S. EPA on the evaluation of genetically engineered microbes and plants intended for environmental release.
